On July 28, 2015, Photovoltaic Test Center of Altusvia Energy (Taicang) Co., Ltd., received a laboratory accreditation certificate from CNAS for Conformity Assessment, which indicated that its testing capability has reached national first-class level and its comprehensive management level has achieved a substantial leap.
The test center was established in January 2014, whose predecessor was Hareon Solar Research and Development Laboratory. It is a "national-local joint engineering research center" officially established by the National Development and Reform Commission. It is responsible for performance and reliability testing of photovoltaic modules and auxiliary materials" of Hareon Solar Group. The test center covers an area of 1000 ㎡, employing seven senior staffers and equipped with 40-plus sets of homemade and imported precision test equipment.
In September 2014, the Photovoltaic Test Center submitted an application for accreditation to CNAS. After months of strict review, it smoothly passed the document review in December 2014. The CNAS arranged an on-site review on the test center from April 24 to 26, 2015. The expert panel conducted a careful and detailed inspection on the twenty test items such as the photovoltaic module reliability and physical characterization of materials from perspectives such as authorization, equipment, process supervision, personnel competence, original records, certificate of inspection and test report and conducted a strict on-site assessment on all declared items. According to the assessment, all the items have reached the standards such as CNAS-CL01:2006 Competence Accreditation Code for Test and Calibration Laboratory (ISO/IE17025:2005) and CNAS-CL55-2014 Notes on Application of the Competence Accreditation Code for Test and Calibration Laboratory in the Field of Photovoltaic Product Testing. All declared items have passed the assessment at once. The expert panel gave a full recognition on the quality control system operated by the test center and its daily business work. Meanwhile, the panel also pointed out the areas needing improvement. The test center has carried out a careful rectification in a targeted and planned manner in the two following months, which has reached the rectification requirements and met the requirements on national laboratory accreditation.
The laboratory that passes the CNAS accreditation is a "nationally accredited laboratory", which is an official commitment made to the photovoltaic test center after the assessment of CNAS. The laboratories that are accredited will be included in the list of accredited institutions approved by CNAS; will be registered, released and accept supervision on CNAS website; in issuing the test report under the scope of accreditation items, it can be attached with CNAS accreditation identification and be mutually recognized in several countries and regions; it can strengthen their market competitiveness and win trust from governmental departments and all quarters of the society.
1. What is National Laboratory Accreditation?
In accordance with Certification and Accreditation Regulations of the PRC, China National Accreditation Service for Conformity Assessment (CNAS for short) is responsible for accrediting related institutions such as certification bodies, laboratories and inspection institutions, which is conducted by national accreditation bodies approved, established and authorized by the National Certification and Accreditation Supervision Management Commission.
